TIMELINE
1. PIFA is founded, I'm guessing maybe in the 60/70's
2. NEW ORDER is probably organised more in in a response, coming out of the dark ages. around 60/70's
3. PICIP is founded maybe in the late 90's, Q is involved with it.
4. PICIP peeps are terrorised by the do-gooder org through the start of 2k, Wes, Arthur and Eames are trained and brought up in this bullshit.
5. PICIP falls due to a lot of disorganised activity, Wes and Q involved.
6. New Order grabs the falling ends of PICIP and begin to test the chip, build a registry for mutts.
7. Arthur gets napped, shall we say around 2013? Eames releases him around 2016?
8. Grey becomes the leader of Front around 2015? Kai has his radio station formed around the same time. Maybe there's a bit of a new leader new rules kind of situation, Q and Wes end up joining the effort as well at this point.
9. Gabriel calls him the first time around 2017?
10. Tilhi is napped and "killed" around 2019?
11. Ulysse and Rook meet maybe in 2020? Play a game of join us, maybe not, lets fuck anyway.
12. Ulysse is napped, it's 2021?

Q intercepts a some chatter online, they figure out a way to listen in to the templar coms or something, figure out they're going to grab some mutt, Rook is thrown in because he probably will be able to handle the chip, if not because of nerve damage, then through Q's expertise and his own spark powers.
16. Napping happens. They end up in the facility, discover that Midnight's powers can jam the chip too.
